How can I sign up for the Meta Talent Programs Store?

I have not yet received an email with login information to sign up for the Meta Talent Programs Store.

Once your order has been processed, you will receive an email titled “Your gift request has been received” which will contain your order details.
Once your order has shipped you will receive an email titled “Your gift has shipped!” which will contain your tracking information.
I have received my tracking information but the shipment appears to be stuck or lost in transit.
